The Reading/Language Arts Framework for California Public Schools: Kindergarten Through Grade Twelve complements the Reading-Language Arts Content Standards for California Public Schools: Kindergarten Through Grade Twelve and is meant to help educators ensure that all students meet or exceed the standards.
Edward J. Kame'enui and Deborah C. Simmons of NCITE wrote the draft Framework in the spring of 1998. The California State Board of Education approved the draft Framework on December 10, 1998.
